Zach Koopmans 4141dc0d2c Fix timeval for Socket test 
tv_usec field should be a multiple of 4K to pass
in open source on linux/native, so make it one.

Zach Koopmans 988ab27058 Fix AllSocketPairTest for open source. 
Setting timeouts for sockets on GCP images (debian) for usecs only
respects multiples of 4K. Set the test with a multiple of 4K with a comment.

Rahat Mahmood 05ff1ffaad Implement getsockopt() SO_DOMAIN, SO_PROTOCOL and SO_TYPE. 
SO_TYPE was already implemented for everything but netlink sockets.

4. Point netstack AUTHORS to gVisor AUTHORS. Drop CONTRIBUTORS.

Ian Gudger ba828233b9 Clear msghdr flags on successful recvmsg. 
.net sets these flags to -1 and then uses their result, especting it to be
zero.

Does not set actual flags (e.g. MSG_TRUNC), but setting to zero is more correct
than what we did before.

Ian Gudger 5d87d8865f Implement MSG_WAITALL 
MSG_WAITALL requests that recv family calls do not perform short reads. It only
has an effect for SOCK_STREAM sockets, other types ignore it.
